Need help in adding a template

Hello guys I'm new to this template adding thing. Can you tech me correctly on how to do it please?
Here is the rule which I found:

1. Upload folders “images” and “js” to the root directory of your FTP server.

2. Copy the code of the styles "stylesheet (CSS).txt" and save it with the help of menu item “Design management (CSS)”.

3. Copy the code of the skeleton and insert it in the menu item “Template builder”.

Attention!!! You need to set the value of the tag for the correct display of the skeleton. (Control panel->Common settings):

I don't seem to understand the first rule. Can you explain that one to me please?

Follow these steps for newbs xD:

1. make how many folders in the design into the File Manager (Look for it in your websites cp).
2. in those folders upload all the files that are in the original folders.
3. Copy the css in there and paste it over the original CSS in design customization.
4. then copy the tmpl code, in design customization click on Template Builder and paste that code in there, after that do all the editing you need and you're done!
